Basically, it's free (yes, FREE!) servers (for up to a max. of 3 months) specifically for Game Devs so they can test out their new multiplayer game.
There are a few conditions, but nothing too onerous:
The game developer:
Must use the dedicated machines to run public game servers for a new game
Must apply for the appropriate number of machines needed to serve the expected player base
Must not have used this program for another game in the past year
(Acceptance is not guaranteed and is subject to hardware availability.)
