Dialog and chat system

If you have not seen our discord server you may not know about the chat system development. This is going great and has, so far all been made in lua with out any c++ extensions. This is a great indicator for Skylines future as the lua scripting has advanced so much in the past year and so much needed stability that you relay can just get on with scripting your concept with out the stress of crashes.

So as for the dialog, well this is a nested table which can be read from the dialog dynamic script and created from a yet to be made qt plugin editor. Trying to keep with the made on Skyline concept

I though I would show a glimpse of the table but in the end this will be easily generated from a editor side gui made from the plugins system.
