You should be able to see better with this video and I think it shows CreativeOcclusion bug with the flashing light as well

Can you try the same test but this time
1) paint a little height just to stop it from being perfectly flat.
2) Keep the directional light in the scene but turn its brightness down to 0.

Indoor: Try taking off the GI by disabling the IBL on the render panel this stops the poping.

Yea that did the trick they no longer move ect thanks

Any ideas with the other problem where it fills the world with light so like 2 spot light would make the default disc white.

cool thats good, on the light build up try reducing the ambient by half with every added light. That may do the trick.
