Yes the ibl images are not the skybox's or TOD skys, we plan to have a scene probe in addition to this IBL image slot for using the environment as the reflection which would be the case in a game using skys. When you go to the IBL images folder you will notice that these are cubmaps, the reason for this is some artist may require a different surface to the sky as this may just be a single colour and as such would not show any image depth, same goes for individual materials also having this unique to them cubemap reflection. All provides greater artistic scope for any type of Skyline project.
It is planned to provide the option to match the environment reflection to the current skybox/TOD as this would make it easy for world builders to get good lighting. This will probably be added to the Game Objects Lighting section as a simple option.
The Skyboxes can be quickly accessed from the Game objects panel.
