Ah if the skyparticle is attached to a model type with a scaled down object or as we do; use the emitter and add an invisible material to it, then it will duplicate fine. The problem we have seen it that when the particle is attached to an empty node as empty nodes do note shift duplicate. don't remember why we did this as the empty nodes were developed yonks ago!
We will look into it and see if we can come up with a solution
